1. Bad unless you were in some sort of appearance altering accident. In that case, you should only try to restore your natural look (or a natural look, if you were born disfigured). And yes, it is very expensive because insurance doesn't cover cosmetic surgery.
2. In my opinion, I don't support cosmetic surgery. I think the best beauty is natural beauty. I wouldn't go fix some part on my face just because it's not the way I wanted. You have to accept for who you are and how you look like. Also, the surgery can go wrong, you will never know. Yea, it's expensive.
3. it is expensive usually, because insurance doesn't pay for cosmetic surgeries. it can be good and it can be not so good. it can be good for fixing a person with a severally burned faced or a badly broken nose. it can be not so good because people get too obsessed with their looks and all surgeries bring risks. cosmetic surgery isn't really bad but it can be not so good, but it can be helpful and useful too.
4. Cosmetic surgery bad in the way that many people are unhappy with their looks and are willing to go under the knife to change a few minor imperfections. Good in away that if we have scars from an accident we can rid ourselves from them or are so over weight where it becomes a health hazard we can have a procedure done to loose all that weight.
