Change identification after plastic surgery?

Non-American.How to change the photos on all identifications? Thanks a lot! He doesn't live in America but had a surgery. Can u guys tell me what procedures he should follow specifically?

1. Since you did not mention which country you reside in it is difficult to answer, but if you are a Non American living in America then the best starting point would be the DMV, and from there it would depend on which document you needed to change.~
