I have a scar from a surgery, will cosmetic surgery make it look a lot better?

I had two abdominal surgeries and I was left with a really ugly looking scar on my belly. The doctor cut in exactly the same place both times. It's a 5 inch long verticle scar. I know that cosmetic surgery is the only way to improve it. My question is, how much better will it look and about what would the cost be? It looks really bad right now, trust me.
