wheres the cheapest, but still respectable place to go for cosmetic surgery?

i know that sounds like an oxymoron: cheap but reliable.... but as shallow as it may sound, i want to get cosmetic laser surgery on my face (bad acne scars) and i want to know places i can go, outside of the U.S. that won't have me regretting it but won't cost me an arm and a leg. Here in the states, i have to pay 5-6 thousand for a surgery that I KNOW i can find cheaper outside U.S. lines.... I know I'm still going to have to pay a big sum of money but i also want to save money, without sacrificing results or quality. save the "just dont get surgery" answer, I have my resolve and it WILL happen. I have money saved up, i just want to know the best place to use it. Thank you for helping. :)

1. canada canada canada =] they have amazing health care. I don't know how they are about surgery on foreigners though. But look up plastic surgeons in canada and see what you get. Hope you get what you want =]
