cosmetic surgery or not?

I have been considering cosmetic surgery but would prefer not to if other options were available. I have fat pads just above my cheek bones but not below my eyelids(eye bags). I always look like I just got out of a boxing match. I just want them to get rid of them because they don't look pretty. Do I need surgery and if so what kind and how much would I be looking at paying? If I don't what options do I have?
