  1. They are pretty much the same thing. Cosmetic surgery is plastic surgery that is performed on a healthy person solely to make them more attractive. But some plastic surgery is done to repair damage rather than for beauty. For example, skin grafts to help a burn victim are plastic surgery, but they aren't just "cosmetic." But something like a face lift is just cosmetic surgery. Bottom line: plastic surgery is a broader term. In fact, the doctors who perform it are often called "plastic and reconstructive" surgeons.
  2. Yes, plastic surgery is mainly for reconstructive surgery from nearly fatal accidents like auto, war, or some inanimate object, while cosmetic surgery is for external, outer , aesthetic or cosmetic effects. Although, the terms are now becoming interchangeable.
