which countries has the best cosmetic surgery to permanently whiten your skin?

i have light brown skin and i usually put this white powder on my face and i look so good with it on. White/Caucasian and White/Hispanic women think i look very attractive with it on but the powder is just powder, its not a permanent solution. I went to several plastic surgeons in NY but they just tell me to use chemical peels but its a temporary solution.. yes it slows down the melanin production but its not very effective. Is there a country out there that can do miracles with cosmetic surgery for a permanent skin whitening solution like maybe a white permanent covering of the face.better skin whitening laser treatments that can satisfy any skin tone. etc?
