Uhm.. I think your lips look too long because your teeth leans forward.. Don't do surgery :) My teeth leaned forward, but since I have been using teeth braces, my face looks better and younger and PRETTIER. ^^ wee.. So why don't you try to have teeth braces? :D Go to the specialist orthodontic and have the permanent one. It's way cheaper than do a face surgery. The dentist will surely help a lot. It's their job to return patient's aesthetic. :D
