Does laser surgery really help lighten the skin tone?

Because 2 weeks ago, i've asked a question about lightening my skin tone and this girl named Beth said that laser surgery will help. Answers would be nice here.

2. You should ask any of the African-American folks who have gotten filthy rich...they seem to be several shades lighter than when they were poor. No disrespect meant, but they seem to know about that subject. Good luck!
