Costa Rica has high quality health care services. There is a company that makes all the arrangements...all you got to do is take the plane. The price (included vacations) is much lower that US. 1. no I think that it's safer to have medical stuff done here in the US
2. You might believe what you read but I've also heard that many of them are scams. Don't know what type of surgery you are planning on having but I'd definitely take a close look. Ask for contact names and try to contact them before committing. Also, you might want to look into procedures in Thailand. Not too long ago there was a segment on television talking about the quality care and reasonable prices. Good luck!
