is plastic/cosmetic surgery affordable in this situation?

if a person works at a job making a little bit higher than minimum wage (such as $10/hour now and always a few dollars ahead of whatever it is at the time) and lives in a humble apartment and just has themselves to take care of (no kids)...can this person afford plastic/cosmetic surgery every now and than to enhance their looks? or would that be a real struggle for the person to afford it? Any thoughts on this would be greatly appreciated. Thanks in advance.
