How much does plastic surgery on arm cost...and is there an age limit?

im a skinny girl but i want a section of fat i have right above my elbow toward my middle humerus gone. (its genetic my mom used to have it but she is getting fatter and you cant tell, i cant gain weight and it looks odd on me...) please how much would this cost? would it leave scars or anything noticeable? i was thinking of asking my parents who know im so self conscious about it, this surgery in the winter so no one could tell =/ help?!

1. well usually it depends on what it is but if it is for something like implants or something like that you have to be 18 or older. But then anyway it depends what place you are going to to get it done at.
