I have whites spots around my eyes that may be fat deposits?? Is lipo the answer? What can get rid of them????

These white spots are smooth..but a little raised on the skin! I have tried everything to cover them up..even the pricest cover creams..The Dr. told me he thought they were fat deposits caused by high-Cholestoral..but my blood work is fine ..Maybe it may have been high at one time..but not now..anyway he says nothing will make them go away!!! Can Liposuction be done? Or plastic Surgery? Can someone please help or give me advice..I feel so terribly ugly and awful with these things on my eyes! With the dark circles I have always had..it really makes these white spots very noticeable!!
