Is laser surgery the only option to get rid of the unwanted hair permanently?

Having all those unwanted hair on my legs and arms is really bothering me. I do shave, but after you shave you can still feel all the hair bumps when you touch your skin. I don't want to wax since it's too painful for me. I'm tired of trying to get rid of the unwanted hair each time, so I want to get rid of them permanently. Is laser surgery the only option? What other options are there?
