1. I believe you want to be a guinea pig. I know that drug trials are advertised in newspapers and medical journals but that's not what you're looking for. Find out if there is a nearby teaching hospital and contact the dermatology department. Google your question. Shriner's Hospitals treat children who cannot afford medical care. Other organizations help with medical expenses. However, if you are just after cosmetic procedures I don't know that you're going to find anyone who'll do them at no charge unless you live in a third world country or are horribly deformed by some birth defect or accident.
