1. Rhinoplasty *is* plastic surgery of the nose. The cost is going be completely dependent on whether or not your insurance provider deems it medically necessary or if it's for cosmetic purposes.
2. They are two ways to say the same thing, no difference. Latin for nose is "rhino" and "plasty" means to mold or form.
